Well, it's a National vote, so a uniform method of voting would be desirable, one that is reasonably safe from tampering. Just to keep the states united as it were. I am sure a world beating, cost effective solution could be developed if there was a desire to build it. The USA is famous for it's ability to overcome technical difficulties.
