Here's my plans...

Take all the ballots and form one big pile. Split the pile into two. Let Gore people count one pile and Bush people count the other. Then switch the piles and re-count them. For every error one group makes and is discovered by the other, deduct that vote and one 'penalty' vote in addition. This'll keep the counters honest. Repeat the process until counts become consistent.

Another plan would be to have Gore counters count Gore votes, while Bush counters count Bush votes. Those ballots clearly and unambiguously cast will be directed to the proper hands without question, leaving only the ballots marked in an unclear manner to be contested. Because these ballots would be few in number, interpreting the voter intent would become a manageable process for the courts.

Lastly, Gore could concede victory. This would be much faster and the end result would be the same: Bush in the White House.
