In the Military, the people with all the guns. It's a simple matter of honor. I assume that they do no and will not cheat and if you understand the consequences for violation of rule or laws dealing with honor in the military you would understand this also. You sadly do not know how understand that their are men and women of honor who do not cheat and do their duty. The are not homeless given cigarettes to vote.
