Suppose that some one pushed in the pin but it didn't go far enough for the machine to count but is clear to human eyes? .....Should we count it?

If all is as you say about the machines then there should never be a recount unless they are broken ......But the machines have been proven to be incorrect without being broken......How do you explain the difference in the first count and the second recount taken by these unbroken machines?
