Other countries have a solution for this problem.
In France, the salaries of teachers of non-religious
topics in private schools are paid by the state,
provided that the curriculum for these topics
meets some minimum standard. Incidentally, France
has an even more fanatic devotion to separation
of Church and state than the US. My understanding
is that the Netherlands has a voucher system for
private schools. So what is being proposed in the US
is hardly revolutionary.
