In those countries that reserved spectrum specifically for 3G according to WRCC IMT-2000 guidelines, the first consideration for what defines 3G, is spectrum. In many of the countries that set aside WRCC defined 3G spectrum, data transmission speeds are capped or potentially will be capped. Here in America we did not bother with (or could not bother with) WRCC guidelines so ... we ain't yet got no 3G spectrum. - Eric -
