Clinton turned the GOP rapid. But, the injection of the religious right into decision-making positions in the GOP during 1996 precipitated Clinton's ability to have such an exaggerated effect. Take away the religious nuts and the GOP would have a better future, IMHO. Actually, I have been involved in quite a few local orgs. that are operating to remove those individuals from positions they grabbed in '96. By 2002 we should have them just about cleaned out, then the GOP will be a safe place again.
