Here is the statutory provision that requires that overseas ballots be postmarked. It conflicts with the Sec. of State regulation on this issue. In such a case, the statute -- adopted by the Legislature -- prevails over the regulation.

"(c) With respect to marked ballots mailed by absent qualified electors overseas, only those ballots mailed with an APO, FPO, or foreign postmark shall be considered valid."
