I think that is at the center of the concern.

I also think it has been noted here, that this was a major tactical error in Gore's fight for the White House. This will haunt him and I think you will see more action by the Democrats to soften their stance regarding these ballots.

With that said, we do not know for sure if they were rejected for proper reasons, or because of confusion regarding the law. The more damaging event, IMO, was this 5 page memo that looks to undermine the military vote. That is the bigger issue.
