I can't answer your question the way you've worded it. There is a difference between "not counted" and "not counted properly". Are you referring to the people that came out of the woodwork when the democratic telemarketing company contacted them and told them they may have mistakenly voted for Buchanan?

Or were you referring to the hand recount in... say Broward county where they decided to change the rules for a valid vote from a "swinging chad" to "dimpled, pregnant or hanging chad" because the former criteria only produced 88 votes for Gore with half the precincts counted and the democrats clearly needed more than that to overcome the 900 plus Bush lead?
