it may have always been a problem with the Navy.

Nothing personal, I've always suspected the Navy was reluctant to adopt standard practices. Do they still use quills on ships/boats? <s>

Just a little joke from an Army base...<s>. Seriously, there are a number of different types of absentee ballots, military, contractors, and people that take up residence in a foreign country and wish to maintain their US citizenship and voting priveleges. Have you seen [or anyone else] a detailed breakdown of Florida's absentee ballot demographics?

Next question if you don't mind....Military personnel typically declare residency in States the have very low or no State income tax. Just out of irrelevant curiousity is it a pretty flat distribution across the Services or do, for example, the Navy personnel attach to Florida, Army to PA, etc.?

TIA,
jttmab
