I am going out on a limb here and guessing that you are an "X-Files" fan. I guess in your world, it would not be possible for the people in charge to get partway through a vote, decide that the percentage of ballots that were still being rejected was still too high, and started over with a different set of rules to capture a larger set of voters? Why is it a tragedy if those military people had their votes thrown out because they didn't follow a procedure that is very difficult, but it is massive fraud to count a vote where there was clear intent to vote, but it didn't register properly for purely mechanical reasons, like the cup to hold the chad was full? Just their bad luck, huh?
