Jai, in all the state election laws I am familiar with, there is a deadline for requesting a recount. The Democrats made timely requests for a manual recount in those counties where it was likely to be most favorable. The Republicans created a dilemma for themselves by insisting that legally no manual recount should be permitted at all. They couldn't then reverse themselves without creating questions about THEIR motives.
