Just realized that I did not post the link I intended to for Jeff Sagarin's NCAA football ratings of 241 teams:

He certainly backs up your contention about the Pac10.

His schedule ratings and rankings represent the average schedule difficulty faced by each team in the games that it's played so far. The schedule difficulty rating of a given game takes into account the rating of the opponent and the location of the game. The rankings change each week as the season progresses.

These are the top 6 teams in the US based on schedule difficulty (in parentheses) according to Jeff:

# 35 Stanford (1)
# 71 Iowa (2)
# 31 UCLA (3)
# 25 Arizona (4)
# 58 California (5)
# 8 Washington (6)

And by comparison:

# 67 Delaware (153) ^ # 2 in I-AA

We seldom schedule Pac 10 teams, but we play great football.

Here is the top ranked I-AA club

# 60 Montana (126)

and 2 of my other favorites in the Big Leagues:

# 44 Pittsburgh (65)
