However, it was Bush whos federal case, long prior to Gore's offer, noted the unfairness in counting selected counties, something Gore was hence, second to the plate with. Both men have recognized it now, as do the people, I'm confident.

Niether could have requested full and fair, all counties where applicable, in the start? If not, Gore's later offer was as empty as I know it was. Yes, Gore, knowing he would achieve unfair advantage, took advantage of a situation unforeseen, and still claims it's equitable.

By technicality, I presume you mean the fair level playing field of a machine re-count and the fair vote total resulting? Looks far more like Gore seeks a technicality...i.e. he says voter error indicates that more people voted for him. Voter error is no cause for a hand-count, under the law.
