If the courts order SOS to not certify the results and she proceeds to do so (even after court order), then she will be held in contempt of court.

The Judiciary has the last word on the meaning and interpretation of the law. SOS cannot and neither can the congress take that away. Congress can, of course, amend a law or pass a new law. But even the new law or amendment has to be interpreted by the courts. And the supreme court judgements are always final.
