Elmer, <<So if the SOS certifies the election results she can be held in contempt of court>> Yes <<but the certification still stands?>> No. the certification would be an unauthorized act since she was ordered not to certify the election pending the hearing. She has no authority to certify the election until the court tells her she can certify (i.e. repubs win) or she can certify after a manual recount. Hope this helps
