What we could do to lower birthrates
Birthrates are not the big problem. I would prefer a capitilistic way. One person, one child. That means two per couple generally, but regardless of coupling and re-coupling each person gets his designated child. The remaining .4 child (of a replacement birth rate) goes to the government to hash out how they want to, for immigration or special perks to key contributors or something. Anyone who didn't want their child right could sell it to anyone in the world (who is at least eligible to be a citizen).
