Actually Monu the Republicans outvoted Democrats (in terms of %) in favor of civil rights legislation. The Republicans tend to support individual effort and left it up to the black population to move forwards. The Democrats believed that blacks couldn't do anything without their help. IMO the ghetto was the result of failed liberal policies that ended up destroying their community except for the few who escaped from there. It is my contention that blacks would have made better gains on their own. It is also the contention of a new book out called Losing the Race which is written by a young black professor at Berkely. He states that there is a bias against braininess in the black community which is holding them back. A very honest and fascinating book to read.
