Inquiries to Social Security files is forbidden to law enforcement inquiries except for SS fraud. I understand that Unemployment Insurance files are routinely run against Welfare Rolls. I suppose (but do not know) if INS files are run against Welfare Rolls and UI files. If they were, I am sure millions of working illegal migrants and alien welfare recipients could be identified. This is all the duty of the states, and my impression of State computer systems is that they are not up to something so simple even though they all use the same record identifier (SSN). My impression is that states don't want to help the INS catch illegal migrants.
Even the SS files only have last employer's address. I have done studies mandated by Congress that allowed me to mail questionnaire to SSN's at their employer's last address. But it was like pulling teeth from a snapping turtle.
