I don't recall hearing of Counties other than Palm Beach having abnormally high kicked out ballots, I'll grant you. But there are Lots of them elsewhere, too.
While Palm Beach County had perhaps double the normal voter error(someone correct me if I'm wrong), this does not amount to Bush attempting to win on a technicality, in fact, he had nothing to do with those errors. Attempts to "correct" it only in the county, necessarily result in a situation where the only fair thing to do is hand-count both candidates punch-card territory, at minimum.
Harris Polls show that only 6% of us believe Mr Gore should get his four counties hand-counted alone(Just heard this from the Harris people on C-span 1 within the hour) backing my long held surmise here.
Soon, the public is likely to recognize(common Democrats too) that voter error is voter error, the butterfly was not the best, but was reasonable enough so that any person giving reasonable care to their vote would not be hindered in voting. In fact, this is the standard laid down in law. This is the test for your argument. In this light, experts on both sides(save some spokesmen favoring Mr. Gore), have indicated it is highly unlikely that the ballot will be declared illegal and the Palm Beach vote declared false or improper. Hey, could happen though... .
