I think you have a tie in this case with regard despots/tyrants and elections. Two common scenarios:

(1) Despot wins election over popular opposition in a rigged election in a narrow victory; and

(2) Despot loses election to popular opposition in what was supposed to be a rigged election and forces a recount, ignoring local laws and regulations, and declares himself victor.
