According to people familiar with the matter... Vitesse has not paid bonuses or given raises for a while. Thus, employees rely on their stock options for a good portion of their compensation. Selling by large numbers of insiders is a quarterly phenomenon, intentionally done simultaneously, and should not be considered unusual. I haven't done any checking myself, but those of you insider trading specialists should be able to confirm this quite easily.
