Dan you have to ignore facts to make this kind of a nonsense statement. P4 has shown a dramatic improvement over it's predecessor in integer operations when running P4 optimized code. A 22% improvement in SPECINT on the same fab process. These are not extensions like SSE2 is. I think what you mean to say is P4 does not demonstrate better performance when running non optimized code but can you show us a single benchmark that runs slower under P4 compared to P3? I haven't found any but if you do, I'm sure the tables will turn with a recompile.
