I don't this so. I think deep inside they know this can only be resolved at this level by ordering a statewide handcount - otherwise there are plenty of constitutional issues which would go to the US supreme court. I think they want to resolve this within the legal framework of the Florida statutes and prevent this. Can they - I don't know enough about the laws?
