My point isn't whether or not the statute is a "good idea", or whether it is "fair". I'm just reading the statute and telling you what it says. Maybe the statute should have granted 2 weeks, or 3 weeks, but it doesn't. Maybe it should have placed some limits on the Secretary of State's power, but it doesn't. Therefore the limits of her power would be the normal limits of power under administrative law.
Not if her actions are inconstitutional. The state has to treat all citizens equitably. I can't see how the need for finality can overide basic constitutional rights of individuals.
