ISIS Subsidiary Enters Into Agreement With Chinese Spatial Information
Services Firm; Receives Additional New York City Assignments

FRANKFORT, Ky., Nov 21, 2000 /PRNewswire via COMTEX/ -- Integrated Spatial
Information Solutions, Inc. (OTC Bulletin Board: ISSS) announced today that its
operating subsidiary, PlanGraphics, Inc., has entered into a formal business
partnership agreement and strategic relationship with the Sichuan Jinkecheng
Geospatial Information Technologies Company of Chengdu, China. Sichuan
Jinkecheng is one of a handful of professional spatial information services
firms in China.

The business partnership provides for joint business development in China and
the utilization of China-sourced professional service resources in PlanGraphics'
projects worldwide.

Minni Li, PlanGraphics' executive consultant and project manager for several
China-based integration and advisory assignments, noted the importance of the
Sichuan Jinkecheng relationship: "There is a tremendous opportunity for spatial
information services in China, and the mix of our proprietary methodologies and
the resources and talents of Sichuan Jinkecheng will position both firms for
many national, provincial and World Bank funded projects in China. Their Western
China location is equally important because of the attention the national
government is placing on resource development and environmental controls, as
well as the infrastructure requirements in this relatively undeveloped area."

John Antenucci, president of ISIS and PlanGraphics, added: "With billings of
approximately $1 million in the past several years and the relationships we have
formed by performing successfully, we see tremendous opportunity in China. We've
laid a good foundation, and are pleased to add Sichuan Jinkecheng to a small

Separately, as part of the company's ongoing activities with the New York City
Department of Information Technology and Telecommunications, PlanGraphics has
obtained four additional assignments valued at $365,000. The assignments are
with the Department of Finance, Office of Emergency Management, Department of
Environmental Protection and Consolidated Edison. Three of the four assignments
are related to PlanGraphics' implementation of the largest spatial information
data warehouse for a local government in the U.S.
