It wouldn't surprise me one iota if it was the same guy.
In my opinion, TIGI's real business plan has always been to sell shares. The Jeff Bruss that you found out about would fit right in with current management, IMHO. They might follow the letter of the law and have a "front" business that produces $5,000.00 a week in revenue, but over the years, the only thing they've produced in any quantity has been shares, a whole bunch of BS PR's, and big losses.
