BUT these ISP's were perceived to be credit worthy at the time of the sale. Apparently by more than one dsl company. And probably my equipment vendors as well.

I just don't think that is a correct statement. The ISP's thought they could provide service for the price they charged. They did not count on financing being cut off before they reached critical mass.
