The Navy has the Fleet Post Office (FPO)and the Army has the Army Post Office (APO). When I was a officer in the Navy & CG we had an officer designated as the Voting Assistance Officer - his job was to distribute ballots and encourage voting and I believe insure ballots got off the ship. Mail was taken off the ship when it docked but for ballots I seem to remember they would have used a helo back to the carrier where a cargo/personnel aircraft called a COD would take it to nearest FPO. No stamps were required but the FPO would postmark and transfer the mail to a FPO in San Francisco or Norfolk with the appropriate markings so that it could enter the federal mail system. Rich
