I suspect Bush is afraid that he might lose with a statewide recount, and Gore seems to want one, which reinforces that. The other thing could be that if they get into a statewide recount, it could delay the certification beyond the deadline for electors. If it played out that the EC voted without the Florida electors, then Gore would win with the current elector lead (Not majority, I know there is a constitutional debate on this, but it is one of the scenarios). So it could benefit Gore to delay, if he could keep things undecided past the December 12th elector deadline. John
