My point is that ballots which already have a chad punched all the way out may ALSO have a partially punched, pregnant or dimpled chad, and the only way to know is to look at every one of them.

If ballots like that are some of those stopping the machines - and being put aside - then they will be in those they have to look at. I agree, the only way to know is to look at them.

I would think a ballot like that indicates the vote was intended for the person whose name is beside the spot where the chad is totally out. A second, partially punched or dimpled chad spot wouldn't count in that case - to me anyway.
