Rob, there are key differences between Secretary of State Harris and the individual county election commissioners. She makes a key decision affecting which votes will be counted on her own, at her discretion. The commissioners act in groups of three. Furthermore, none of the county commissioners, at least none are reported to have been working on Gore's campaign. Harris was Bush's campaign co-chair.
