Alcatel Increases Functionality and Flexibility of Industry-Leading
Broadband Wireless Access Solution
ISDN Basic Rate service and E3 interface augment Alcatel LMDS solution

Paris, FRANCE- November 21, 2000- Alcatel (Paris: CGEP.PA and NYSE: ALA) today
announced the addition of key features to its industry-leading broadband wireless access
solution, Alcatel LMDS. In addition to the existing leased line services and extensive data-related
features enabling high speed Internet and Intranet access, Alcatel LMDS now includes enhanced
voice-oriented services. Unique in the market, this truly hybrid voice/data solution is ideally suited
to serve the complex needs of business.

These new features include ISDN basic rate interfaces (in addition to existing ISDN primary rate
interfaces), V5.2 concentration to the PSTN, and an E3 network interface at the base station.

The provision of Quad ISDN basic rate interfaces at the customer premises increases the
functionality of the Alcatel LMDS solution, enabling service providers to offer ISDN services to
their business customers. The use of V5.2 concentration to the PSTN supports an advanced
telephony feature set. With these features, and dynamic bandwidth allocation (DBA) already
available, Alcatel LMDS is now the only broadband wireless solution on the market optimized for
both packet data and circuit services.

The addition of an E3 interface at the base station promotes greater flexibility in network
deployment, allowing service providers to interface to the wireline network via coax cable where
fiber is unavailable or not warranted.

The comprehensive Alcatel LMDS solution, deployed for more than 100 customers worldwide, is a
multiservice broadband wireless network comprised of base station and customer premises
equipment, and network and service management. A base station, consisting of digital modulation
equipment with optional switching capabilities and point-to-multipoint transmitters and receivers, is
the central location that collects all traffic to and from customers within a given wireless coverage
