People buy in bull market tops because they are greedy. They sell on bear market bottoms because they have refused to cash out and take the profit or small loss and can no longer take the pain as their losses mount. They are forced to sell. Its not because it makes them feel good pyschologically, which is why they bought and held on.

The Motley Fools are idiots in my book. They were promoting Internet stocks like Priceline this time a year ago.
