In the largest majority Rep.county, Duvall, the GOP board of elections decided not to recount, I understand, because their 14,000 plus rejected ballots were mainly from jacksonville inner city districts which voted more for Gore. I don'tknow why others besides the 6 smaller counties and Volusia county did not hand recount. All counties machine recounted and many only had minor adjustments. One , Pinellas had to adjust Gore's total by 411 or so and lower Bush by 68, this is about one half of the current official Bush lead, so one can see it doesn't take much to change things. It is interesting to note that absentee ballots which were more than 60% for bush over the state are the most easily manipulated. Two counties had as many as 20% absentee and they went heavily for Bush. Florida has very loose absentee ballot rules or checks. In Seminole County there is a lawsuit filed which claims that the GOP election board tampered with thousands of absentee ballots; i think it has some merit but not much. However the GOP was much better organized in the absentee ballot arena than the Dems ; the GOP pushed the envelope in absentee ballot procedures and may have crossed the line sometimes. To be fair the Dems would have done as much had they had the $$$$ to do so, in my opinion.
