The Bush forces had an unimpeded opportunity to request whatever recounts they wanted by the 72-hour deadline

RCMac.... Bush didn't ask for recounts because he didn't want to prolong the issue and the two electronic recounts of Palm Beach did not alter the results.

HOWEVER, that said, they ALSO were operating under the presumption of a CLEAR set of standards being followed, not the mid-course alteration of standards that the various canvassing boards have implemented in determining "voter intent" rather than just recounting those votes that were valid by way of not being controversial.

I'm sure had they known that hanging chads, dimples, etc. were gonna be counted, they would have asked for recounts in ALL their predominantly republican counties.

Again, the key factor is that the Gore campaign has pushed to CHANGE THE STANDARDS FOR COUNTING A VOTE AS VALID when electronic recounts failed to net them the necessary votes they required.

Make sure you tell the whole story when using that argument.
