The option to recount any and all other counties was always available to Bush, he chose not to pursue it. Even after that deadline passed, Gore said he would have no objections to Bush adding his choice of counties. Bush still didn't want to do that.

I heard Bush state today that the legislative branch passes laws(correct), the executive branch carries them out(correct). But then for some interesting reason, he stopped. He then said the FL SC is now re-writing laws.

Now I know why I was concerned with his qualifications.
The Court didn't re-write the law, they interpreted the law and that is their responsibility.
