Greg, are you unaware that

words have exact meanings? They do, ya know. If one doesn't convey exactly what you want to say, no problem, there are millions more to choose from, and endless ways to arrange them to get to a very fine determination. No interpretations, no judgement calls needed.....unless of course, the legislators who made the law were not up to the task of saying what they meant.
