I agree with a lot of why that kind of bullet proof legislation isn't written, but it's not just legislation, contracts, wills even get written poorly.

BTW, some words do have two meanings:

moot--really means debatable, as in "moot" court. But usage has turned it into the OPPOSITE meaning. They settled that already, so your point is "moot".

decimate--really means to reduce by 10 percent, but we use it as if it meant "total destruction"
