I beleive your facts are a little off. At the time Bush made his statement, TV news was reporting that the blood enzyme test that is done to detect heart attacks was negative, and that Cheney had not been admitted to the hospital. I also recall hearing that the EKG was negative. So, based on the evidence available at that time, Bush' statement was accurate.

The level of that enzyme (don't recall the name) is tested repeatedly over 12-24 hours. It is not uncommon for the first test to be negative and the later ones to be positive.
This enzyme is released into the bloodtream by damaged muscle tissue.

"under anesthesia"
Depends on what you mean by those words. Are you under anesthesia when the dentist works on a tooth? Then Cheney was. If you answer no, then Cheney wasn't. The patient receives local anesthesia but is fully awake when cardiac angioplasty is performed.
