Cummings: Someone on a ship or sub is in charge of mail. Probably a young officer fresh out of the ROTC program at Bob Jones University. This person had to know that presidential ballots had to be time-stamped or they would be no good. This is a no-brainer. Ergo, do not assign blame to the Democratic Party or to some election worker in Swampwater, Florida. He or she is just doing his or her job. Place the blame where it belongs: with whatever officer is in charge of mail on the submarine or aircraft carrier.
