I buy into the idea that servicemen's ballots shouldn't be discarded simply because they are lacking a postmark, but I'm confused about one thing. Why is it honorable to bend the rules for the servicemen, but "fraud" to manually count ballots where individuals attempted to vote but failed to completely punch through the hole in their ballots?
