I was curious about SETUP.EXE not running with DOS, because mine does. Examining my Win98 with Find, I located 20 different SETUP.EXE files. The one I'm running with DOS is located in the root directory of the CD and has a size of 3,824 bytes, the smallest of the 20. (The largest is 757,416 bytes.) Could Dave be trying the wrong SETUP.EXE?
