If it were proportional, Alaska would only get one electoral vote. As it is, if Bush picks up Florida, and Gore picks up New Mexico and Oregon, those three electoral votes will be deciding, as Bush will win 271 to 269. Otherwise, Gore would have won, 272 to 268.

By the way, the American Mathematical Monthly had a fascinating note on unobvious consequences of various election schemes.
