Hawaii is a classic example. We have endured Democratic one party rule for 40 years now. In that time the school system has degraded to the point where Hawaii consistently ranks 49th or 50th in national school ratings...despite the fact that our State spends more than any other State in per capita spending per student. Where does the $ go? In creating more administrative positions that do nothing but insure more gov't/union votes come election time. Here's an interesting fact: Over 50% of the public school teachers on Oahu send their kids to private schools. Also, our teachers are some of the lowest paid in the entire USA, thus ensuring that the best and brightest won't be there to enlighten future generations.
