even though I don't know what "moral authority" is.

"Moral Authority" means that even folks who would otherwise disagree on other topics sense that you have the diginity and selflessness to make a "correct decision" for the common good. I serve on several committees where I am entrusted to make decisions affecting other people's businesses. I believe those people have entrusted me with a certain "moral authority". I feel I have an obligation to them to decide things in an unselfish way.

The Commander in Chief ought to have the ability to step in on behalf of his troops and have enough respect from his adversaries to trust he's doing the right thing. After all, he has the ability to send them to fight and die.
