Yes, in a heavily Democratic county (like Broward or Miami-Dade), hand-counting should add more votes to Gore's totals. So, it looks like the margin of victory for Bush will be Miami's decision to say, "we're tired of being hassled, we can't get it together to do it in time, so we're going to just go home and not do anything." Pathetic. Bush didn't want a statewide hand recount, because that outcome is uncertain, whereas he knew he had won the machine count. "A bird in hand in worth two for the Bush."
