Michael, just a follow-up to my message yesterday about the genesis of the Texas law that prefers manual recounts over machine recounts. It appears to me that the preference of manual over machine recounts was part of H.B. No. 331, signed into law in 1997 by Governor Bush (Acts 1997, 75th Leg., ch. 1349, § 65, eff. Sept. 1, 1997).
