These are red herrings. No one said that the federal government had no role. If there were civil rights abuses under a particular state regime, then there would be reason for federal action. That is no reason to substitute federal discretion over all. So, to answer your question, I would still be somewhat leery of trusting Alabama in respect of race. The 14th amendment was a means of preventing the resistance of Southern states to racial equality under the law, in the aftermath of the Civil War. And neither means that the "refederalization" of the country is a bad idea, in general.....
